Please always but VCC and ground on debug headers. It always sucks to have to go find somewhere to get VCC and ground from.

These were added to a new "SPI" header.

I can also add them to the Debug header. The idea of Debug was that you'd load a JTAG core into the VexRiscV and connect to that.

The SPI header is more of a breakout board for loading bitstreams. I'm not sure how it'll bootstrap, though. Maybe something involving /HOLD_IO3 low to load the bitstream the first time?
